Watchdog warns of unsustainable council finances, calls for system overhaul

Local authorities in England offer over 800 services to residents, covering a wide range of needs from bin collections to social care. A report by the National Audit Office reveals a significant increase in spending on services, particularly in adult and children’s social care. This rise in spending has not fully compensated for previous funding cuts, resulting in a 1% decrease in spending power per person since 2015/16.

The growing population in England has added pressure to local authorities, with demand for services outpacing population growth. This is further compounded by the complexity of people’s needs and external factors. For example, the escalating costs of temporary accommodation are driven by inflation and housing shortages, leading to increased homelessness.

Moreover, there has been a 15% rise in demand for new adult social care plans due to longer life expectancies and multiple health conditions in individuals. This shift towards reactive care has led to a neglect of preventative measures, impacting the overall well-being of residents.

Special educational needs and disabilities (SEND) have also faced challenges, with budgets not keeping up with demand, resulting in deficits for many local authorities. This financial strain has forced councils to prioritize essential services like social care and education, leaving little room for other services.

Looking ahead, the NAO emphasizes the need for systemic changes in local government finance to address acute funding shortfalls and build a sustainable financial framework. Without such reforms, well-run councils may face significant financial challenges in the future.
